Job Summary

This position is for a Manager of Engineering role within NGIS Systems Engineering. The selected candidate will be based in Dulles, VA and will manage a Systems Engineering department supporting launch integration, reliability and system safety engineering efforts for the Space Systems Group. This Manager receives general strategic, business, and administrative direction from a Director of Systems Engineering and has the authority to make system engineering decisions and recommendations that have a far-reaching impact on extensive new business, design, development and mission operations support.

The selected candidate is expected to be self-directed and leverage previous experience to effectively lead a department responsible for launch vehicle integration, reliability and system safety efforts across programs in both the Advanced Programs and Satellite Systems Division. As the SE functional lead for these areas, the prospective candidate should have extensive experience with launch vehicle integration/operations, reliability engineering and system safety, as duties will include both leading and performing activities in all three areas. Furthermore, the candidate should have ample experience across the full program lifecycle, from concept development through operations. In all three areas, the prospective manager will be expected not only to lead and perform program activities, but also to mentor engineers to help grow our collective expertise to achieve world-class capabilities in the department.

The functional and personnel management duties are expected to be roughly quarter time, with higher levels required during annual reviews and other personnel milestones. Thus, the selected individual will be expected to perform a significant amount of direct program and/or proposal support.

RESPONSIBILITIES

  • General/Management responsibilities include:

  • Lead technical-staff planning, assignments, career development, performance assessments and compensation management activities for the assigned Systems Engineering staff

  • Coach, support and motivate a high-performing Systems engineering team

  • Lead SE peer reviews as well as support formal program and proposal reviews

  • Set and promote high standards for quality and safety; foster engagement for technical excellence

  • Direct and review the work of SE staff, ensuring its completeness, accuracy and adherence to established SSG systems engineering processes and technical procedures.

  • Identify the SE skills & experience needed for program execution and lead the recruiting, hiring and training of new staff

  • Support new business development, including review of technical and cost volumes, detailed Basis of Estimates (BOE) using established Work Breakdown Structures and related new business activities

  • Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases.

  • Support pre-proposal analysis, proposal development, mission and system analysis, specification and interface development, design review, testing, problem resolution and customer interactions

  • Support space vehicle design/development to ensure that customer & internal goals for safety, mission success, and performance are met.

  • Support program Engineering Configuration Change Board (CCB), Corrective Action Board (CAB) and Failure Review Boards (FRB), as required.

  • Identify technical issues, propose solution options, and follow through to resolve the issues with minimal supervision.

  • Interface with internal and external customers and associates in engineering, manufacturing, integration and test, safety and mission assurance, and program management.

  • Prepare weekly status reports and periodic technical reports for senior management to document individual and collective status on program(s) and pursuit(s).

  • Support EVMS baseline generation, tracking/maintenance and variance analysis (as required).

  • Perform related management duties as assigned by the Sr. Director of Systems Engineering or Engineering VP

  • Launch Integration responsibilities include:

  • Define and verify space vehicle-to-launch vehicle interface requirements and support space-vehicle launch-campaign management activities at a variety of launch sites (Kwajalein, Cape Canaveral, Vandenberg AFB, Baikonur, etc).

  • Manage interface with customer safety and launch integration personnel (NASA GSFC/JPL/…, DoD/USAF/…, etc), and support ground operations and launch mission working groups.

  • Interface with launch vehicle providers, including Space X (Falcon 9) and United Launch Alliance (Atlas V) to ensure each space vehicle is integrated, tested, launched and operated safely and reliably.

  • Reliability Engineering responsibilities include:

  • o Develop, coordinate and conduct technical reliability, maintainability and availability studies and evaluations of engineering design concepts

  • o Analyze preliminary plans and develop reliability and maintainability engineering programs to achieve company, customer and governmental agency reliability and maintainability objectives.

  • o Perform reliability analyses (Reliability predictions, FMECAs, FTAs, etc), review Engineering Change Proposals, and generate formal whitepapers and failure reports.

  • System Safety Engineering (including ground, range, and flight safety) responsibilities include:

  • o Perform fundamental aerospace safety tasking, including generation of fault trees, functional hazard analysis, FMEA/FMECA, software system safety analysis, sneak circuit analysis, bent pin analysis, and system/subsystem hazard analysis.

  • o Interpret system requirements, customer specifications, and military standards to develop appropriate safety requirements for hazard mitigation or elimination.

  • o Identify & analyze hazards, develop & implement appropriate hazard controls, and follow-through to ensure controls are appropriately implemented in training, designs, procurement, manufacturing, assembly, test, storage, and hazardous operations by personnel supporting assigned programs

  • o Generate and update required System Safety documents, including SSPP, RHA, SCA, FTA, BPA, SSHA, SDP, SARs.

  • o Apply environmental, military, federal, national, and industry regulatory safety standards and codes, including MIL-STD-882, NASA Standards (8719.9, 8719.17, 8719.12), AFSPCMAN 91-710, NIOSH, OSHA, NFPA, DOE, CFR, ASTM, ANSI, RCC, AFOSH, & PESHE.

  • o Apply engineering principles to assess design compliance of a complex aerospace system and synthesize rationale and justification for Ground/Range/Flight Safety relief requests and product non-compliances.

SUPERVISORY RESPONSIBILITY

This Manager role requires functional personnel management of over 15-30 system engineers and/or related subject-matter experts.

WRITTEN AND VERBAL CONTACT

The candidate will work with cross-discipline team members and therefore must have excellent communication skills, presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the systems team. The candidate must have the ability to build consensus and resolve conflict.

REQUIRED CLEARANCE

Although not required, TS/SCI clearance is preferred.

REQUIRED EDUCATION & EXPERIENCE

  • Bachelors degree or higher in Systems or Aerospace Engineering or related field

  • Minimum of 15 years of experience (or 10 years with a Masters degree) in mission design, space or ground systems design, development, manufacture, test or operations, including 3-5 years of functional or project team leadership positions.

  • Strong electrical background with a good mechanical understanding.

  • Able to obtain a Top Secret clearance. An active TS/SCI Clearance a plus.

    • Significant knowledge of Reliability, Maintainability, and System Safety Engineering design practices.
  • Experience conducting Reliability analyses and verification, to include experience with performing reliability predictions, FMECA (failure mode, effects, and criticality analysis), and fault tree analysis.

  • Experience with Windchill Quality Solutions Reliability software tool

  • Solid expertise and experience with statistical concepts and analysis, to include trend and statistical analysis employing Bayesian inference, Weibull, and other statistical modeling approaches.

  • Ability to read and interpret Engineering drawings/schematics.

  • Strong interpersonal skills and an ability to build effective working relationships are a must.

  • Excellent oral and written communication skills, technical writing experience, and an ability to perform oral presentations in front of large groups.

  • Ability to communicate findings to customers and management.

  • Self-starter capable of performing assigned tasks with very little or no direction.

  • Analytical thinker with a demonstrated ability of solving complex problems which require ingenuity and innovation.

  • Ability to work with cross-functional teams.

  • Knowledge of System Safety engineering principles and the interrelationship with Reliability.

  • Ability to review presentations, emails, white papers, trade studies, vendor analyses and reports for content and accuracy.

  • Strong interpersonal and communication skills are required.
