Northrop Grumman’s ESPAStar Program seeks experienced engineers aspiring towards program management opportunities to perform as Mission Managers within the program organization. The ESPAStar platform is a modular, cost-effective, and highly capable spacecraft that hosts technology development and operational payloads for a wide range of customers. The platform comprises a customized EELV Secondary Payload Adapter (ESPA) ring as a structure, a full complement of guidance, navigation and control hardware and software, and advanced avionics and electrical power systems that support vehicle operations in a variety of orbits. The platform hosts payloads at six ports around the ESPA ring, and can support any combination of separable (up to two per port) and hosted payloads for each mission.

All ESPAStar programs fall under the direction of the ESPAStar Program Manager, but day-to-day operations for each specific ESPAStar Platform, its development and program is led by a Mission Manager who reports directly to the ESPAStar Program Manager. The Mission Manager has cost, schedule and technical responsibility for the platform, and is the primary point of contact with the customer program management office (PMO), as well as with Launch and Ground Segment stakeholder leads. The position requires a strong technical background in spacecraft and/or mission development. It affords the opportunity for an engineer with interest in program management to gain experience in this area and migrate from a technical role within an engineering organization towards a program management and leadership position within Northrop Grumman business areas.

Experience

Applicants must have the following attributes/capabilities:

(1) 7-15 years in engineering development. Experience with space program development preferred

(2) B.S. or greater in an engineering discipline

(3) Very strong customer and interpersonal skills

(4)TS/SCI Clearance (Active) required – DoD TS/SCI preferred

(5) Experience with Earned Value Management

Roles and Responsibilities

– Responsible for Earned Value Management, to include cost account management, for a specific ESPAStar program. In collaboration with the ESPAStar Program Manager (PM), Finance, and the subsystem Cost Account Managers (CAMs), plans budget and tracks labor and material actuals on a monthly basis. Provides monthly EVMS reports to the ESPAStar PM as well as the Customer PMO. Ensures variance reports are provided per the contract and works with the ESPAStar PM, Finance and Contracts to maintain cost performance in accordance to the contract and Northrop Grumman business practices.

– Responsible for directing the maintenance of the program Integrated Master Schedule (IMS). Works directly with the ESPAStar scheduling team, subsystem leads, I&T management, the Customer PMO and external stakeholders to ensure an up-to-date IMS is maintained and reported to the ESPAStar PM.

– Oversees Mission team, comprising a Vehicle Engineer (VE), two to three Payload Mission Engineers (PMEs), a Mission Analyst, a Launch Segment Interface (LSI) lead engineer and a Ground Segment Interface lead engineer. Holds regular Mission team meetings to maintain situational awareness of all platform development and platform interfaces.

Oversees ESPAStar platform production activities for specific program, to include collaborating with Subcontracts Manager and Cognizant Engineers to identify long lead items and get them ordered, to track component deliveries, and to ensure that supporting materials are ordered to support manufactureWorks with ESPAStar I&T personnel to deconflict use of

– reports are provided per the contract and works with the ESPAStar PM, Finance and Contracts to maintain cost performance in accordance to the contract and Northrop Grumman business practices.

– Responsible for directing the maintenance of the program Integrated Master Schedule (IMS). Works directly with the ESPAStar scheduling team, subsystem leads, I&T management, the Customer PMO and external stakeholders to ensure an up-to-date IMS is maintained and reported to the ESPAStar PM.

– Oversees Mission team, comprising a Vehicle Engineer (VE), two to three Payload Mission Engineers (PMEs), a Mission Analyst, a Launch Segment Interface (LSI) lead engineer and a Ground Segment Interface lead engineer. Holds regular Mission team meetings to maintain situational awareness of all platform development and platform interfaces.

– Oversees ESPAStar platform production activities for specific program, to include collaborating with Subcontracts Manager and Cognizant Engineers to identify long lead items and get them ordered, to track component deliveries, and to ensure that supporting materials are ordered to support manufacture. Works with ESPAStar I&T personnel to deconflict use of GSE for program. Interfaces directly with NGIS work center leads and vendors to address late deliveries of hardware.

– Coordinates detailed mission planning in collaboration with mission stakeholders. This includes interfacing directly with the Customer PMO to determine dates for stakeholder TEMs at which the greater mission plan is determined. Responsible for generating appropriate mission related documentation (On-Orbit Handbooks, Mission Rehearsal documentation, etc.). Note that this documentation may be delegated to the Payload Mission Engineers and Systems Engineering

– Ensures that ESPAStar program team and core engineering team provide on-time delivery of all CDRLs per the specific contract

– In collaboration with the ESPAStar Program Chief Engineer, the ESPAStar Platform Lead Systems Engineer, the ESPAStar Program I&T Lead and the Mission team Launch Segment Interface Lead, coordinates Launch Segment interface activities. Ensures timely completion of requisite Launch Vehicle (LV) interface documentation and delivery of requisite models/data to LV supplier per contract. Supports coordination of activities at the launch site, to include working with the launch site integration provider (e.g. Astrotech) to ensure launch integration schedule is maintained per the contract.
