Job Summary:

Provide experienced leadership in supply chain compliance. Responsible for the review of procurement files and all associated support documentation for the purchase of materials, components, supplies and/or services to assure compliance with policies, standard operating procedures, contract requirements, Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS). Performs duties associated with the Defense Contract Management Agency (DCMA) guidebook for the Contractor Purchasing System Review (CPSR) in an effort to maintain business system compliance. Provide the leadership to influence, motivate, and direct staff to build effective teams and foster cooperation between the various functional counterparts.

Job Description and Qualifications:

Northrop Grumman Innovation Systems sector is seeking a Global Supply Chain (GSC) Compliance Director to join its team of qualified, diverse professionals. The position can be based in Dulles VA, Baltimore, MD; Chandler, AZ, or Minnetonka, MN.

The director will provide leadership and oversight of processes and resources, ensuring compliance to federal, state, and/or international regulations as they apply to the acquisition of products and services. This position reports to the IS Vice President of Global Supply Chain.

Responsibilities include the following:

  • Interpreting federal, state, and/or international regulations as they apply to GSC processes, practices and procedures and implementing best practices to ensure compliance with those statutes and regulations

  • Leading compliance driven integration efforts on behalf of the Sector inclusive of strategy for alignment with the EPM (Enterprise Procurement Manual)

  • Implementing optimal, common approaches for independent file reviews and ongoing assessments

  • Collaborating with supply chain and other functions at division, sector, and corporate levels to harmonize, improve, and streamline procedures and processes

  • Ensuring readiness for wide range of internal and external audits including Contractor Purchasing System Reviews and other periodic reviews with the local Defense Contract Management Agency (DCMA) Divisional Administrative Contracting Office

  • Developing approaches to improve employee knowledge, application, and compliance with existing and new requirements

  • Managing ongoing internal reviews of supply chain transactions, ensuring that supply chain records are properly developed and maintained

  • Investigating and supporting resolution of compliance issues and questions raised by employees, customers, and other stakeholders

  • Developing and refining key metrics that help identify training and development opportunities for the sustainment of a U.S Government-approved purchasing system

  • Driving continuous improvement in closeout processes

Job Qualifications:

Basic Requirements:

  • Bachelor’s degree, with 15 years business-related work experience or Master’s degree, with 13 years business-related work experience high ethics

  • Demonstrated ability to implement creative solutions

  • Excellent written/verbal communication skills

  • Knowledge of supplier management and broad range of acquisition processes

  • Understanding and experience with supply chain policies, procedures, and regulations including FAR and DFARs

  • Expertise with various systems including SAP and Microsoft Office suite of software

  • Ability to develop strong, effective working relationships with wide range of geographically dispersed stakeholders

Preferred Qualifications:

  • Master’s Degree; experience with continuous improvement tools such as Lean and Six Sigma

  • 7 years supervisory experience
